The three phases of the auction process
The Network Builder auction process is structured across three distinct phases: the Discovery Phase, the Release Phase, and the Network Expansion Phase. This demand-shaped approach is designed to support equality, fairness, and long-term network success as we enter the next era in decentralized telecom.
The Discovery Phase has now begun.
What to do during the Discovery Phase
The Discovery Phase is a period for exploration and preparation for initial auction batches.
- Step into the Network Builder platform and take the time to explore it
- Explore the Opportunity Map: See a live view of Hexes across the USA, understand how they’re distributed across value tiers and geography, and compare Hex details such as starting bids
- As you explore, prepare a watchlist of Hexes that you wish to bid for and operate
- Ensure that you are registered to receive notifications about the Network Builder. Registered participants will be informed via email before auction batches go live in the Release Phase
Taken together, these steps ensure you are informed, organized, and ready for the transition from Discovery to bidding when the Release Phase begins.
Why the auction process begins with discovery
The Discovery Phase exists to use early participant activity to inform auction supply.
During this phase, prospective Hex Operators will explore the Opportunity Map and save the Hexes they want to operate to their watchlist.
The information gathered during this phase, including watchlist activity, will directly influence which Hexes are prioritized, which value tiers appear first, and how early auction batches are composed in the subsequent Release Phase. Hexes that attract more interest during Discovery are more likely to appear earlier in the auction process.
Separating discovery from bidding is also beneficial for participants. Prospective Hex Operators can take time to explore the Opportunity Map, compare starting bids, and build a thoughtful, informed watchlist before entering the excitement of the Release Phase.
Overall, the Discovery Phase exists to give participants time to learn, compare, and explore before bidding begins and to prepare stronger and more competitive auction batches in Phase Two.
The Discovery Phase incentive
To reward meaningful early participation, we have introduced a special Discovery Phase incentive.
Participants who save Hexes to their watchlist during the Discovery Phase and successfully secure a Hex in the first Release Phase will be entered into a draw to win one additional eligible Hex from their watchlist.
Eligibility rules are in place to protect network quality and avoid distortion. Reward Hexes must fall below a defined value tier and price threshold, with lower-tier Hexes weighted more heavily. Top-tier metropolitan Hexes are excluded. Each qualifying participant may receive one reward.

What comes next: Release and beyond
The Discovery Phase will be followed by the Release Phase. The Release phase will launch in January. In this phase, Hexes will be available for bidding in batched, 48-hour auctions. The composition of these batches will be guided by demand signals gathered during the Discovery Phase, including watchlist activity, value tier interest, and geographic clustering, as well as overall alignment with network growth strategy.
